For the past 16 years, Effie Carlson has provided advice to and led healthcare teams spanning growth, operations, network/contracting, sales, and government/policy.
Currently, Effie functions as a strategic advisor and executive for rapidly expanding digital health and technology companies throughout the care continuum. Beyond her consultancy, she holds the title of Chief Strategy Officer at Watershed Health, a digital health platform that connects all care levels to facilitate community-wide care coordination. Within this capacity, she directs the go-to-market strategy, health plan sales, marketing, and company strategy while also providing insights on product development.
Within the NEMT sector, colleagues recognize Effie as an innovator and strategist due to her tenure as EVP and Chief Growth Officer at Modivcare. This company stands as the nation's most extensive non-emergency medical transportation benefit management company, overseeing 35+ million members and handling approximately $2.2 billion in at-risk/capitated revenue. Over the last three years, Effie has held the role of Board President for the Non-Emergency Medical Transportation Accreditation Commission (NEMTAC), an entity responsible for setting industry standards and accreditation. Furthermore, she chairs the board for SendaRide and offers her expertise as a Strategic Advisor for Kinetik. Both these companies lead in NEMT industry innovation. Notably, in collaboration with ProCredEx, she played a pivotal role in the creation and launch of Tennessee's first completely digital NEMT credentialing platform.
Prior to joining Modivcare, Effie took on the roles of general manager and vice president of payer and government relations at Team Select Home Care. This national home health care agency primarily addresses the requirements of Medicare and Medicaid members. Here, she initiated policy changes across various states and at the federal level to introduce innovative pediatric home care programs. She also managed daily clinical, administrative, and sales operations.
Before her tenure at Team Select, she led the provider network division at CareCentrix. Her responsibilities encompassed building national provider networks, fostering the adoption of quality measures, and crafting innovative provider rate models.
Earlier in her career, Effie founded Best Practice Management, LLC (BPM), and built a proprietary practice management system focused on provider operations, billing, and contract management. In 2014, she sold BPM, pivoting her attention to politics and even ran for a seat in the Arizona State House of Representatives.
